MANILA, Philippines (AP) — The Philippine government lodged a diplomatic protest to a top Chinese envoy Tuesday after Filipino fishermen said a Chinese coast guard vessel fired from its water cannon to drive their boats off a hotly disputed shoal in the South China Sea.
